Fairfield County recently ranked second in the U.S. for apartment rents, tied with San Francisco at $1,700 per month. New York was first at $2,720; the national average was $975. In order to encourage the growth of a diverse industry base, we need options to house a diverse labor force, from those just starting their careers, to the recently arrived foreign immigrant, the family household, and the boomer not completely retired out of the workforce.

 u Implement state infrastructure policies that invest in existing communities first, discourage sprawl and incentivize transit-oriented design to encourage higher density near rail stations to house both young families and senior citizens.

u Establish a state housing trust fund that would expand the Connecticut Housing Finance Authority’s second mortgage program to encourage home ownership among young professionals and two income working families.
